Pilot Concept and Approach

Regione Piemonte is implementing a pilot project on e-health, with the objective of supporting the mobility of people with disabilities in urban areas.

The action developed wants to solve logistical and operational problems for the beneficiary person, since the mark is currently issued by the municipality of residence (after an authorization of the local public health organizations), it’s valid throughout Italy, but the authorization procedures are different in each town, and this causes relevant limits of validity for the certification. In addition, as currently the coupon is of easy counterfeiting, there are several episodes of abuse.

The solution implemented in the pilot is based on the development of an unified and simple system of management and control, easy to deliver. It should allow public authorities to have a unified system of control of parking card for people with disabilities.

To give sustainability to the project, Regione Piemonte wants to establish a permanent working table, with all the relevant stakeholders (including representative from the major associations representing people with handicap); the already existing ICT platform for the management of information about car (public register of cars), ICT platform for the management of sanitary information, ICT platform for the management of personal data should be integrated for a more effective use of data, in order to create an integrated ICT database.

The involvement of end users, in topics such as health, social inclusion and sustainable mobility, has been the right approach to overcome bottleneck and problems in application of a regulatory framework.

The pilot contributes also to the implementation of the recommendation n° 8546/98 of the Council of the European Union, whose marking is already in force in 15 European countries; transferability of pilot results to other Central Europe towns can also encourage the development of a cross regional living lab on that topic.
